It is up to each village or town to decide.
In the case of Uplowman the list includes those servicemen that have a close connection with the village. They include those that were resident in the village as they went to war. However, there were some people that were perhaps born in the village and spent most of their lives here but at the time of war had left to get work or get married. They may still have had family connections in Uplowman.
That is why some servicemen are remembered on more than one village memorial, and sadly some who appear on none.
The basis of the Uplowman WW1 list is those that were named in the Stain Glass window in the Church that was installed in 1919 to commemorate the fallen. Some were not included perhaps because they had recently left and had no family in the village.

There is also a plaque in the Church in memory of those that served in WW1.

The roll of honour for World War 1 is below.
Private William Henry Bidgood (3rd Worcesters)
Lieutenant John Haydon Chave (19th Machine Gun Corps)
Pioneer Richard Crook (Pioneer Corps, Royal Engineering)
Private Frank Davis (17th Worcesters)
Private John Dunn (8th Devonshires)
Private William Dunn (1st Devonshires)
Private William Norman (16th Devonshires)
Private William Charles Pope (2nd Devonshires)
Private Albert Wilfred Rabjohns (8th Devonshires)
Private Arthur Henry Scorse (2nd Dorsetshires)
Private Stanley William Trevelyan (Royal Marines Light Infantry)
Sapper James Trevelyan (Royal Engineers)

The roll of honour for World War 2 is below.
Wing-Commander Edward James Morgan Lang (Royal Air Force)
Private Robert John Ridgeway (Royal Army Ordnance Corps)

link to a brief history of those that died

The Roll of Honour or Memorial for those servicemen that died during the World Wars is given below.
